I'm looking into purchasing a 2020 VN PP, but I need to be able to drive in Washington DC winters, so I need to find a practical winter tire/wheel setup. Are there any winter tires available for the stock 19"s or is it possible/better to buy a set of 18" wheels and winter tires?

The continentals dws 06 is an awesome all season tire for the stock pp rims. I drove through deep snow in my driveway and alley
No problem. They grip very well in warmer weather as well. In your case though getting 18 rims and using blizzacks probably your best bet.

I just survived my first Pittsburgh winter with an 18” set with 225/40R-18 PIRELLI SOTTOZERO SERIE II and 18X8 RIAL LUCCA in gloss black. Set me back about $1800 all said and done from Tire Rack. Good grip on snow no issues but we had a pretty mild winter. I found that wet roads I’d break traction slightly from a cold start but no slips on snow.

The Nokian WRG4 is my go to. These are classified as "all-weather" tires and, thus, retain the performance characteristics as well as longevity on dry pavement. I had absolutely no issue using these on my rear drive DD here in Toronto. My car would shred & destroy any decent snow tires on a whimp and your situation should not differ that much due to the amount of power being put to the ground. Say bye to the greasy feel of snow tires on dry pavement with these!

I ran Pirelli Winter Sottozero 3 225/40R18 in snow on ice and in the dry they are stupid sticky at 20*. It's like having a snow ready race car. My wifes Blizzaks just don't compare in performance and confidence for those winter hoonigan moments.
