I ran low on gas today, dead on E and the miles remaining counter all the way down to 1, and then "---" before I made it to the gas station a couple of miles later. The pump stopped on 11.7 gallons, which surprised me because the manual says the fuel tank capacity is 13.2 gallons.

I suppose that it is possible that the pump shut off early. Or it could be that there is a reserve built into the calculations of fuel remaining.

What is the most fuel that anyone has been able to put in their tank?

With most modern Direct Injected cars running completely empty is harmful for the fuel filter, pump, and injectors. A factor of safety is used to make sure that the driver wont run the car too low, a gallon of reserve is probably about on par.
